A major local news station (KFBK Sacramento) spent a huge
amount of time today on a news conference from the Sac D.A, Thien Ho.
(I strongly suspect he is running for higher office soon.) He is suing
the city for failing to deal effectively with the homeless problem. He
is approaching it like landlord-tenant law.
If
you own a property and your tenants are a bunch of dicks, your property
looks like crap and is negatively impacting the property around it,
your tenants block the sidewalks and damage property and are a general
nuisance, the city or county can go after your ass. That's what Ho is
doing.
His position is that
the city is for all practical purposes the landlord of the homeless
people that block sidewalks, vandalize property, attack passers-by and
in general are a serious issue for their "neighbors." The city seems
disinclined to deal with the issue so he is attempting to force the city
to deal with it.
It will be interesting to see what comes out.
