The city of Sacramento has some ALPRs (automatic license
plate readers) that it uses to keep an eye out for stolen cars, mobile
bad guys, etc. So far, so good.
Unfortunately
(maybe) it appears that the city is sharing this info with out of state
police agencies, including (allegedly-maybe) states that hate abortions
and want to track their citizens who go out of state for abortions
(maybe-possibly).
The
ACLU and the Electronic Frontier Foundation have sent letters to the
chief of police and the city attorney asking-demanding that this
practice stop. They are asking-demanding a response to their inquiry
within 30 days.
Sacramento is not the only city that shares this data out-of-state.

It really isn't shared data as much as it used to be pooled data. The LPR company has the data. I know that before I retired from running a LPR on a regular basis, our analyst could track a license plate nationwide.
By the way, some Cell Phone companies used to sell the tracking data too. They were fined and told not to do it anymore. I'll wager if a person walked into a cell phone company and handed the pimple faced sales person a $50 bill they would locate a cell phone for you in real time. All you would need to provide is the phone number. Oh, and some folded sweaty cash.
