The
Federal Bureau of Prisons under Obama had a Transgender Offender Manual
that was used by the Transgender Executive Council to help them to
house offenders by gender identification "when appropriate." That
pretty much went away under Donald Trump. It is now back.
The
test case is Emily Claire Hari, who was convicted as Michael Hari for
bombing an Islamic center in Minnesota. "Her" lawyers assert that her
current housing is "unbearable" due to "her" severe gender dysphoria.
"She" wants hormone treatments and housing in a female institution.
There are currently roughly 1,200 self-identified transgender prisoners
in a population base of about 156,000 guest of the people. Apparently
her inner torment really bothered her while she was out buying uniforms
and equipment for the group of right-wing psychopaths she was working
with on the bombing.
