FORMERLY GREAT STATE OF CALIFORNIA EXPANDS BACKGROUND CHECKS FOR CIVIL SERVICE

A large number of current CA civil service employees will now have to undergo a criminal background check in order to maintain their employment, much to the chagrin of some of the unions whose members are involved.

These background checks will take place at the Franchise Tax Board, the Dept. of Tax and Fee Administration, Dept. of Technology, Employment Development Department, Dept. of Child Support Services, Dept. of Social Services, Covered California (Obamacare), the Board of Equalization and the State Controller.

The net is, at least in the beginning, being cast widely. For instance, absolutely every employee at the E.D.D. will be background checked, from warehouse workers to exempt appointments.

This requirement is kicking in due to the I.R.S., which now demands background checks for any employee who might conceivably have access to federal taxpayer information.

In addition, many of the employees of the Office of Emergency Services now require background checks due to Homeland Security regulations.

They still have not figured out what sort of criminal convictions will disqualify people from exactly which jobs. Any such separations from state service would be considered non-punitive.
