Newville, PA is a small town in Cumberland County. Total
population about 1,500. It is "quaint and historic." And they now
have a one man police department and that man is out on comp.
At
one time the department had a Chief, three officers and a K-9. That
was less than eight years ago. In 2023 the state declared Newville to
be a "financially distressed community." Back in 2024 they cut out the
K-9 and the department's sole secretary. The Chief, Todd Koser, has
been out on worker's compensation since then so the village has no local
police coverage, though the state police do provide police services for
the area. The officers, when they had them, could only put in 40 hours
per week. No overtime permitted. The department typically received
fewer than ten calls for service per day on average.Their response time
to a call was typically about two minutes. The nearest state police
station is in Middleton Township, 51 miles away. The State Police do
NOT enforce city ordinances.
In
what may or may not be related the Cumberland County District Attorney
just announced charges against Newville Borough Manger Fred Potzer for
evidence tampering, tampering with official records, and misapplying
entrusted funds.
