There is a program in the FBI information system called SENTINEL. Its existence has only recently come to light. Almost nobody within the FBI even knew it existed. Essentially it is an electronic hidey-hole where the FBI stashed documents that they did not want pretty much ANYBODY to know they actually had. They were more deeply buried than RESTRICTED ACCESS documents and are called PROHIBITED ACCESS documents. Even special prosecutors or congressional investigators could not access this material, because they did not know it existed. It seems that even the FBI Inspector General, Michael Horowitz, was not aware of this program's existence. Or, he MAY have known about it and agreed to keep it secret. That isn't clear at this stage.
