His Imperial Highness the Donald
Donald Trump has just ordered the Commerce Department to
conduct a new census. This new census will specifically exclude persons
not in the United States legally.
The
census is a constitutional mandate. Ever since the first one in 1790
it has included ALL persons in the country on the day the census was
taken. This included non-citizens and slaves. It is not real clear how
this is going to work as Article 1 Section 2 of the constitution
specifically says that congress is to determine when and how the census
is conducted.
It is
estimated that California, Texas and Florida would each lose one seat
and Alabama, Minnesota and Ohio would each gain one if this actually
happened.
The general
interpretation right now is that the census must be an actual count, an
enumeration, rather than a more "modern" and possibly effective method
of calculating how many people live where. People such as illegals who
are often very low profile and homeless people are very hard to count.
It takes a lot of set-up and a lot of temporary hiring to actually get
to some of these people in order to count them. Of course it is a lot
easier to cheat if you do not actually have to count noses, assuming
that cheating is what one wants to do.
It
is a legitimate public policy question which, IMHO, will not be settled
before Trump leaves office. For what my opinion on the matter may be
worth to you.
