The
 9th District Court of Appeals has ruled that Calfiornia counties were 
in violation of the U S Constitution when they attempted to shut down, 
or in some cases actually did shut down, gun stores due to Covid.
The
 ruling was very specific, citing the Second Amendment.  It also pointed
 out that both Ventura and L. A. Counties, who were the only ones who 
went all the way on their attempts, allowed bike shops to stay open as 
essential businesses but shut off purchases of guns and ammunition, 
which can only be done in CA in face-to-face transactions at a licensed 
facility.
Several other counties attempted to make a go of it but backed off when sued.
