Juan Villanueva, 51, was found dead in his cell about 
0900 on Friday at Kern State Prison in Delano.  He was a convicted child
 rapist doing life.  His cellie, Ramon Escobar, 53, is doing life 
without for five murders plus he also copped to murdering his aunt and 
uncle in Texas.  
LWOP does
 not really exist in CA any more but typically parole authorities do not
 like people who plead guilty to multiple murders who also commit 
murders while in custody.  They regard it as an indication the prisoner 
is not serious about being rehabilitated.

There is no more rehabilitation.
With very few exceptions I am not sure there ever was. You can not compel a person to be rehabilitated. They have to be both ready and willing. Most only get there thru old age or infirmity.
