ECONOMIES OF SCALE

Isleton is the smallest actual city in Sacramento County.  Its base population is less than 1,000.  They have a very well known and well-attended crawdad festival pretty much every year.  For a while, before changes in the law, the cities main income was from processing gun permits for people in Sacramento County who could not get them in their home town, usually Sacramento.  That is no longer possible, nor necessary.

The city is in financial trouble.  If I remember correctly they shut down their police department several years ago due to several different reasons, at least one of them was cost.  

The city is angling for a loan of $800,000 from the county to keep their collective head above water.  They may end up dissolving the city.  It would be unfortunate, but you need some level of income to maintain even the pretext of a real city operation.  I am unsure that Isleton can hang in there any more.  It would be a shame, but excrement occurs.
