SYSTEMIC INTERNAL CORRUPTION OR BAD TIMEKEEPING?

By Bob Walsh

A major splash hit the local media yesterday regarding what is being presented in the media as widespread illegality at the San Joaquin County (CA) jail. It seems that 38 Correctional Officers are being investigated for felony embezzlement and another 40 or so on similar charges that do not rise to felony levels.

Allegedly what is going on is the jailers found some way to take compensated time off WITHOUT having the time deducted from their leave balances. Once this hits three days the amount of money involved exceeds the $950 floor for felony consideration.

This seems to have started with an internal complaint. Presumably somebody who wasn’t in on the scam or who was offended by it ratted the others out. After the S O began their own investigation and determined that there was something to it they turned it over to the District Attorney’s Office for further investigation.

At this stage the Correctional Officer’s union rep is blaming poor bookkeeping rather than any evil intent on the problem. Who knows, that could even be correct.

EDITOR’S NOTE For anyone who believes that union crap about this being a case of poor bookkeeping, I’ve got some beachfront property in Phoenix that I’ll sell you for a good price.

There will probably be a few low level employees sacrificed. The truth of the matter is that this type of crime could nor happen unless someone up the chain of command knew about it and condoned it. Even if they just looked the other way, it's still implied consent.
