The
Federal District Court for the Central District of CA has declined to
act against Proposition 50. I suspect the plaintiff's will continue
their action. I would not care to bet that they will be successful, at
least until it gets to SCOTUS and maybe not even then. It SHOULD be
successful but very likely will not. It certainly RESULTED in
discrimination in favor of Hispanic voting blocks, but whether or not
that was the INTENT is the question.
