MAJOR PLAYER TELLS MOONBEAM TO KICK ROCKS

Governor Moonbeam, Maximum Leader of the formerly great state of California, has two major pet projects. One of the sort-of use-to-be kinda-sorta High Speed Rail, otherwise known as Jerry's Toy Train. The other is the so-called California Water Fix, sometimes known as the California Water Fuck-Up.

The idea of plan two is to drill two massive tunnels under the delta in the vicinity of Stockton to allow SoCal to steal mega-zillion gallons of water from the North to keep their lawns and golf courses green. In theory the $16 billion plan (sure to be way over budget if it ever goes ahead) is to be paid by the water districts who buy into it.

THE BIGGEST district on the planet, the Westlands Water District which operates near the teeming metropolis of Fresno, has said HELL NO to the plan. They say they did this (by a vote of 7-1) because they can't afford the $4 billion it would cost them to buy in and it has no guarantee that it would get them any benefit beyond the existing system.

The district's general manager urged them to support the project IF the government would guarantee to spread the costs around more.

The plan has already consumed $200 million in planning, environmental and legal costs.

Several other major players, including the SoCal Metropolitan Water District, are scheduled to vote in the near future on their participation in the project.
