Yes, it is true. Bottle caps are destroying the planet in general and the formerly great state of California in particular. To reverse this horror the legislature is preparing a new proposal, which, if signed into law, would BAN detachable bottle caps in the formerly great state. Yes, those hundreds of thousands, nay, MILLIONS, of bottles of soda and water sold in the state would have to have little tiny leashes on them to keep the cap from coming loose from the bottle.
Presumably this means suppliers would either have to abandon the California market, come up with a CA specific container or change all of their products sold in the U.S. to comply.
Damn, don't you feel safer already? (What you mean NO, you fascist planet-destroying asshole.)
