The State Auditor has just torn into Jerry Brown's pet water project, the 'FUCK NORTHERN CALIFORNIA TO BENEFIT THE SOCAL VOTERS" tunnel bypass to suck water out of the delta and deliver it down south. It is possible that this, combined with the opposition from the largest water district on the planet (which under current federal regulation does NOT have to "voluntarily" join in and pay $4 billion for the honor) may drive a stake into the heart of this massive turd.
One of the shots the auditor took was against the project for hiring a VERY expensive consultant that was completely unqualified to do the job they were hired for, and who apparently hired a pack of grossly unqualified subcontractors, to the point of pissing off some whistle blowers within the organization.
The original planning cost of the so-called California WaterFix have gone from $140 million to $280 million. There has yet to be done an honest financial study to address basic questions, including if there will be any benefit to building the damn thing at all.
Much of this consulting work has apparently been awarded without competitive bidding, based on "recommendations" from people who may, or may not, be personally benefitting from the contracts.

I don't care what kind of pipeline or other water project California comes up with, if there isn't a good snow pack in the Sierra's there's no water. California could spend a whole lot of money for nothing. Fire or water. There is no in between in California.
I thought San Diego took care of themselves with desalination.
