Victor Mow is by all accounts a decent guy. He was the vice-mayor of Stockton for a time and on the San Joaquin County Board of Supervisors. He is now on the Port Authority Board. He is 77 years old and he is in deep kimchi. Wednesday night he was driving along Country Club Blvd. in a residential area of Stockton when the plowed down Muhammad Ashraf Butt, 82, who was in the road but not in a crosswalk. it was 8 p.m. and dark. Mow blew a 0.1 on the breathalyzer. Legally impaired in CA is 0.08.
Mow was booked into the county hospitality center and released a few hours later. he is facing charges of DUI and vehicular manslaughter.
One guy dead and another whose live is irreparably damaged because he chose to drive after having one or two too many.
