Christopher Eugene Prichard and Angela Prichard
Angela Prichard is dead. She
was murdered by her husband 18 months ago. Her family is now suing the
Bellevue, Iowa P D for her death due to their repeated non-response to
the husband's violation of restraining orders.
Back
in April 0f 2022 Christopher Prichard was arrested for domestic
violence and a non-contact order was issued. It was withdrawn a month
later. A couple of months later Angela found a tracking device in her
car and several hidden cameras in her house. She called the cops. They
didn't care, even though this is clearly a violation of anti-stalking
laws.
On September 1,
2022, a TRO was issued against Christopher. The next day Angela
requested a police escort to the house until she could get a security
system installed. When they got there they found the locks changed and
the utilities shut down. The home and contents had also been vandalized.
Christopher
violated the restraining order repeatedly over the next couple of
weeks. On incident #10 they arrested him. He was released the next
day.
On October 8
Christopher went to the house and shot Angela to death. He was
convicted of the crime. The family legal action asserts that police
inaction "rose to the level of an affirmative condoning of private
violence, even without explicit approval or encouragement."
Assuming the facts are as presented, I hope it flies.
