The formerly great state of California has determined that about 10% of the water use in the state is to water "non-functional decorative" grass lawns. (As opposed to functional, decorative grass lawns I guess.) They are therefore moving to outlaw the use of drinkable water to water lawns. It is a work in progress.
It is already illegal to use many types of artificial grass in residential areas due to chemicals that they can release into the soil.
The state really wants people to install drought tolerant landscaping. Really really really.
Many golf courses now use reclaimed water for watering. That is good because a lot of legislators, lobbyists and other IMPORTANT people like golf.
