‘DNA Analysis Can Do Better Solving U.S. Crimes: Rand’, an article in the April 29 issue of Investor’s Business Daily, dealt with a Rand study which concluded that DNA profiling technology and procedures can be improved. Los Angeles Police Chief Charlie Beck was a strong supporter of the study, its conclusions and its recommendations.
Three years ago, when Beck was Chief of Detectives, he was dealing with a huge backlog of rape kits to be tested. It was then that he began to look into ways of improving the DNA analysis process and he contacted the Rand Corporation, one of the nation's leading think tanks, for help.
Beck was quoted by Investor’s Business Daily as saying, " We were not only using our lab resources, but we were also outsourcing millions of kits each year."
Hmmm, millions of kits sent out for testing each year. Wow! With ‘millions’ sent out ‘each’ year, every last woman in L.A. must have been raped and many of them had to be raped over and over and over again.
‘L.A., The Rape Capital of the World’ does not sound to good as a slogan for the L.A. tourist industry.
