Many moons ago I worked for the DMV in the formerly great state of California. At that time we accepted any sort of bullshit documentation for name and date of birth, including photocopies of birth certificates, which are not that hard to fudge it you want to badly enough.
I snagged a lot of those forgeries that came my way as they were done so badly the person attempting to pass them should have ben embarrassed.
In any event the Drivers Licenses and I.D. card the state issues do NOT meet federal standards and, starting in about two years, will not be usable for federal purposes, like to access federal facilities or get thru TSA processing.
Therefor the state has finally upgraded their system to comply with the federal REAL I.D. requirements. To get the new documents you have to appear IN PERSON and present some sort of original documentation, such as a passport, proof of your actual social security number, and a current utility bill to verify address. You also need copies of marriage or divorce documents to explain name changes.
You can also simply renew your "old" drivers license if you are not interested in flying or accessing federal reservations.
