Ice has just issued a 2-page internal memorandum firming up policies about arresting people in courthouses, jails and prisons.
Except for highly unusual cases they will only make courthouse busts against specific targets such as previous deportees, convicted felons and clearly demonstrated public safety threats. Family and witnesses will not be picked up except under highly unusual circumstances (maybe like they get into the agent's faces and try to interfere with the arrest). They will also, generally speaking, work only criminal courts and stay out of family and small-claims courts.
They will continue to avoid "sensitive locations" like schools, churches, day care facilities, weddings and public demonstrations.
