AB392 came up for it's first committee vote in CA on Tuesday. If it passes into law, which right now seems possible, it would essentially give the bad guys one free shot at the cops, especially if the bad guys are black and the cops are white.
This was no surprise. It passed out of committee 5-2. What I found really instructive was the barrage of hate and idiocy broadcast by the people speaking in favor of the proposal. One dysfunctional mother was absolutely certain that, if this law was passed, it would mean that the cops who shot her kid to death previously to the law passing would be prosecuted and sent to prison. The hatred against the cops was something you could almost feel in the air.
If passed the proposal would change the current standard, which is the typical "reasonable" standard, to one that is "necessary." In other words if the bad guy is preparing to shoot at you and you shoot him first but it turns out he has a fake gun, you are in deep shit because shooting him was not actually necessary. If the guy shoots at you but is actually only firing blanks and you shoot him you are in deep shit because you were in no actual danger, shooting him was not truly necessary. If you shoot a holdup man fleeing the scene of a multiple murder armed robbery it may very well be unnecessary as the bad guy was fleeing and not a direct threat to anyone at that particular time.
If this actually passes it will make policing in CA very, very difficult and make the ordinary citizen LESS safe, not more safe. But a lot of people are too fucking stupid to realize it.

If this proposal passes, California will be handed over to the criminals. What a damn shame.
I was in San Antonio this week and saw a U-Haul trailer in a parking lot from California that had "Texas or Bust." taped to the rear door of the trailer.
According to the Mercury News, California lost population in 2018 to more economic friendly states.
I'm afraid these folks will bring their liberal politics with them. I hope not.
The state of Washington just passed a similar law in November.
Ca population loss last year was something around 130,000. Considering the number of undocumented democrats moving in, the number of taxpaying citizens who left must be several times that.
