But May Get Drained Soon, At Least A Little Bit

Elaine Howell is the California State Auditor. She is one of the few high-level people in Sacramento who is both honest and competent. Regular readers will remember that, a few weeks back, I wrote about a nepotism stink-fest in the Department of Industrial Relations. It seems that now the state is preparing to move against seven relatively high-ranking people who aided either in creating the nepotism or in attempting to cover it up.

The report from Howell specifically directs the D I R (which is under new management) to continue it's internal investigation and identified people including a top-ranking HR person, a call center manager and a policy and research big wheel. Christine Baker, the former head of the D I R is history as is her daughter, Julianna Baker, who was the object of the bad hire, bad promotions and illegal protection.

Young Ms. Baker did not meet the MQs for her initial job, but was hired anyway. The idiots involved actually left an email trail. In addition she was promoted into positions she was not qualified for rather than filling the jobs by advertising and competitive exam. The daughter made it to deputy labor commissioner in seven months. At one point in the process the daughter was transferred into a temporary I T job, in a department headed by her brother, in an attempt to get her qualified for a permanent job.

At least one person is now suing, claiming she was canned because she spoke with investigators.

Sadly, Whistleblower Laws haven't been very effective.

They may give some protection after the fact, after a long legal battle. People who are inclined to cheat and lie to aid and assist relatives are also inclined to cheat and lie to fuck over people who cause them grief.
