Back in January of 2017 four LAPD cops responded to a
drunk driving incident. Two of them were Stephen Glick and Alfred
Garcia. Each had a female partner. They arrested someone at the scene
and threw him in the tank. Some time later he was found to be out of it
in the cell and he was shipped to a hospital. Two days later he filed a
suit against the LAPD. It seems that while he was passed out somebody
shaved off his mustache, and drew a Hitler mustache, eyebrows, a penis,
and some unkind Spanish words on his face while he was passed out.
The
Dept launched an internal investigation. The male officers were the
primary focus of the investigation, despite the fact that they were
never alone with the prisoners, because some suit said "this is what
guys do, not females." Officer Glick was wearing a body camera that was
never turned off.
Police Chief Charlie Beck (no longer there) recommended the male officers be fired.
The
officers were eventually reinstated without ever having to appear
before a rights panel but assert they did suffer career issues due to
the investigation. A jury just agreed and awarded the two men $13.1
million dollars.
It is
likely the art work was actually done by the ambulance crew. They have
been known to do that. No officer rode with the prisoner in the
ambulance.
The department has declined to comment. They could appeal the amount of the award.

The Department's No comment says it all. Happy days for the officers who are probably cashing out and moving to Texas.
