POOR PROCEDURE OR PROCEDURE NOT FOLLOWED ... OR BOTH?

Eric James Abril, 35, is a bad guy.  He has a long history of fleeing cops.  Shortly after 3 a.m. on Sunday he beat feet from a local hospital where he was being seen for seizure disorders.  He had been in the hospital since Thursday, theoretically under 24-hour armed guard from the Placer County S.O.   He escaped by the simple expedient of disentangling himself from his restraints and running out the door.  A deputy (his guard ?) pursued him on foot but lost him.  

Back in April he tried to murder at least one cop and did in fact murder a hostage and attempted to murder a second hostage.

Seems to me that maybe his security was a little light under the circumstances.  The S. O. is still investigating how he managed to get out of his restraints and flee with a deputy in theory watching him.  I would think that there would be a jail ward in a hospital in the greater Sacramento area SOMEWHERE.  I KNOW there is one in San Joaquin County, one hour south, and when compared to Sacramento County this is the dark side of the moon.

FYI, he is now being covered around the clock by a 6-man SWAT team.

My wife was an RN and complained to me that the deputies assigned to guard patients in the hospital were not the most competent.
