No dead body, no cop

" What do you mean, fill out a report? Why can't you send a cop?"
An
unofficial but widely known policy of the Stockton Police Department
has now become official. The cops will now respond only to serious
felonies in progress. Anything else, you can mail in a form.
They
still have a detective unit and do pretend to investigate lesser
crimes, but many crimes, like burglary and auto theft, are not
investigated at all except under very rare conditions.
The
dept. is way under strength and they just don't have the manpower to
respond to something petty, like somebody kicking in your front door and
stealing your shit and then driving off in your car. If there is no
blood on the ground, don't bother calling. Download a form, fill it out
and send it in. They will give you a report number for your
insurance. No insurance. Tough shit.

I can remember when Modesto and Stockton had the dubious honor of being the vehicle theft capital per capita in the U.S. This was around 2006. I'm sure things have improved.
Shut the department down and pay the sheriff's department to take over. Doesn't sound like there's any reason to fund a non-working police dept.
