A historic $683 million investment in community colleges rewards schools for getting students to complete a degree or certificate, transfer to a four-year university or participate in college courses as early as high school.

Creative programs CAN work if handled properly. At the local community college here in Stockton (San Joaquin Delta College) there are several first-class tech programs. There is an internationally known Electron Microscopy program, a major psych tech and nursing program that feeds into the state prison system, and a Caterpillar equipment program (the caterpillar tractor was invented here) to generate trained techs for that equipment.

The sad thing is that people coming into the community college have to take a EPT and MPT (English and Math placement tests) because a CA high school diploma isn't worth shit.
