A really interesting ballot initiative (21-0042) has just
been approved for the CA ballot in November. Assuming it passes it
would do two important things.
It
would declare that ALL tax increases, including those passed
independently by the legislature, MUST be approved by 2/3 vote of the
people in order to take effect.
It also declares that, for the purposes of this law, all "levies, charges and fees" are considered to be taxes.
A
huge percentage of CA voters (some of who are actual citizens) pay
almost no direct taxes other than sales tax. And if you steal the shit
you don't pay that either. Nevertheless this has a real chance of
passing IMHO. The legislature is screaming like mashed cats about it.
They want to keep their hands firmly on your wallet.
Also
it is good to note that CA does not have an income problem. They have a
spending problem. The state income moves along pretty well when
compared to inflation. The real trouble is the legislature spends like
drunk sailors on a three-day pass. Things like legal help for illegal
aliens to fight deportation and state paid health care for illegal
aliens.
This may make the November election considerably more interesting than it would be otherwise.
