Will Baker murdered and partially devoured Tim McClean in 2008. The victim was a young carnival worker and had no previous connection to Baker, who was at the time known as Vince Li.
The Manitoba Criminal Coder Review Board has just granted Baker an "absolute discharge." He is a totally free man, not subject to any sort of routine supervision or monitoring.
Baker was found not criminally responsible due to mental disease and was kept in a Canadian nut farm for many years, but has been living in an apartment in Winnipeg since November, subject to monitoring to ensure he was taking his medication.
Baker is a native of China but became a naturalized Canadian citizen four years ago (apparently while in custody).
Baker killed McClean after the voice of God told him that he had to kill him or he would himself die immediately. I guess God was bored that day. He stabbed McClean to death on a bus. The bus stopped and the passengers and driver bailed out while Baker butchered McClean and cut off his head for display.
The shrinks are apparently quite sure that Baker will not be a hazard to society as long as he takes his meds. Under the current terms of his release there is no way whatsoever to monitor his medication compliance.
Canada, oh Canada.
