There was a very nasty riot at the Delaware State Prison at Smyrna in February. A Correctional Sergeant was murdered. It seems that the prison administration was well aware of major, festering problems and chose to ignore them.
At the time of the murderous riot at the maximum security James T. Vaughn Correctional Center the facility was both overcrowded and understaffed. There was a cultural of non-communication between administration and line staff and a culture of negativity according to the investigation ordered by Governor John Carney.
About two weeks before that riot there was a refusal to lock up in C-block where the riot took place. Inmates refused to return to their cells until they could speak with an administrator about their grievances. After that incident the line staff, including Sergeant Floyd, who was murdered during the riot, told the suits that the instigators should be moved to a different building due to security concerns. The request was dismissed by the suits.
Among other things the report recommended that mandatory overtime be reduced and communications and training be improved at all levels of the institution.
