SECOND SHOE FALLS FOR LOCAL POLITICIAN

Regular readers will remember I have written a couple of times about Victor Mow. He is 77 years old and has been prominent in the local political scene for as long as I can remember.

About eleven months ago he was driving home from a function for his gig as a member of the Stockton Port Commission if I remember correctly. He was slightly sloshed, but had no priors for DUI. He ran over and killed an 82-year old jaywalker, Muhammad Butt.

Mow pleaded nolo to vehicular manslaughter while intoxicated and was sentenced to two days in the slammer, three years probation and 250 hours community service.

The accident investigation confirmed that the dead man was jaywalking at night wearing dark clothing and that while Mow was legally intoxicated he was only slightly over the legal limit, as opposed to being totally sloshed. He blew 0.10 on the machine, twice. He did not leave the scene and did cooperate with the cops. The legal limit in CA now is 0.08. Mow requested blood tests be taken, which was done about three hours after the accident. They came up 0.76.

No member of the Butts family appeared at sentencing. They did submit a victim statement which asserted that they did not believe locking Mow up beyond the legal minimum sentence would serve any useful purpose.
