It must be nice to be able to spend OPM (other people's money). The legislature of the formerly great state of California is REALLY good at it.
The state is building a new, temporary house for the legislature and the governor so the old capitol annex can be rebuilt. It is being built on a no-bid rush contract without normal environmental review. It will cost $423 million dollars, assuming it comes in on bid and on time.
A large part of the reason is that after the reconstruction each lawmakers office will have windows, which they don't necessarily now.
The new building will be used for other government offices by the GSA once the legislature vacates the building. Part of the rush is to ensure the legislature is not moving during an election year.
The building will house California's 120 elected legislators, 1,250 staffer, and the governor and his toadies and flunkies during the rebuild of the "old" capitol annex.
Damn, I wish I had some OPM.
