There is now a push under way in the formerly great state
of California to mandate via constitutional amendment voter ID. As
currently envisioned persons would have to present a government issued
photo ID in order to register to vote and would similarly have to
present photo ID in order to actually cast a ballot. It is not fully
clear yet what allowances would be made for physically handicapped
people or those on permanent absentee voter status.
The
actual text of the proposal is no where near settled yet. Current
poling suggests almost 70% of the electorate (some of who are actual
citizens) support the idea. CA has a very robust initiative system and a
600 page constitution due to these voter initiated changes.
