AB64 just became law in CA. This law requires that the
Department of Public Health place appropriate diacritical marks such as
accents, tildes and umlauts, on newborns names on birth certificates and
on other official documents. This kicks in two years after funding is
made specifically available by the legislature to implement the
program. So far, such funding has not been forthcoming.
CA
is good at that. They make promises that require funding and then
never provide the funding. It is a common sleaze move here.
It
is my understanding that the current state computer system do not
recognize these items and it would require a significant rework of these
systems to change this.
