The formerly great state of California is a one-party state and has been for several years. The Democraps can ram pretty much anything they want thru the legislature as they usually have a super-majority in both houses, depending on how many members have been forced to resign for criminal activity.
This year they rammed thru an "ammunition buyers license" act, which takes effect January 1, 2018. On that date no one in CA can buy ammunition EXCEPT in a face-to-face transaction at a licensed and heavily regulated ammunition dealer. Buyers must have some-fort of buyers license. As of today (12-02) the CA DOJ has still issued NO GUIDLINES AND NO PAPERWORK on how this is to be accomplished.
As far as I remember DOJ has no administrative wiggle room in the law. So, come January 1 it may very well be IMPOSSIBLE to legally buy small-arms ammunition in CA until they work the kinks out, which I am sure the legislature and DOJ will be in absolutely no hurry whatsoever to accomplish.
