VAPERS ARE SMOKERS

Prudential Insurance announced yesterday that, as far as they are concerned for insurance purposes, Vapers are the same as smokers and will be considered as such for insurance rating.
State employee insurance in Texas doesn't consider vaping smoking. They view it as a device used to help people quit. I've got a feeling that will change. However, the use of tobacco products is prohibited. Nicotine by itself isn't considered a tobacco product. I know a person that quit smoking and now uses nicotine toothpicks.
