Gavin
Newsom, the God-Emperor of the formerly great state of California, just
may have come up with a decent idea, probably by accident.
He
is proposing to kick back to registered car owners, $400 per car for up
to two cars, to help mitigate the outrageous recent gasoline price
jumps.
He is opposed on
general principles to the "gas tax holiday" proposed by Republicans.
Partly because any liberal is opposed to any tax reduction for any
reason. Partly because the Republicans proposed it.
His
idea is generally liked by Socialist-Democrats in the legislature,
though some want to means-test the rebate. I guess they think that rich
people pay less for gas than poor people.
Essentially
the proposal would kick down a debit card. I am unsure if it would
somehow be limited only for gas purchases or if you could use it to
purchase other essentials, like food, or weed, or sexual services. The
rebate would be mailed to the registered owners of the vehicles, that
way it would also catch very low income people and / or illegal aliens
or other people who don't necessarily file state income tax returns.
Right
now it is just an idea but the state has a humongous budget surplus and
they need to find a way of getting rid of some of it and this seems to
many to be as good a way as any.
