Police arrested this convicted murderer at least six times while he was on parole but, according to the family's lawsuit, their 4-year-old daughter died because his parole officer did nothing to investigate or to put him back behind bars.
I don’t blame the family for suing and I hope the state’s assertion of qualified immunity doesn’t fly.
CIVIL SUIT AGAINST PAROLE OFFICER IN KENTUCKY

By most reasonable standards Kenielle Finch would be considered a parole failure. The family of the late Riley Lawrence, killed at the age of 4 by Finch, also consider his parole officer to be a failure. And they are suing.
Young Riley and her cousin Claudia Wadlington, 5, were killed in July 2008 when Finch, who was fleeing from police, ran over them as they left swimming practice.
What really pisses the parents off is that Finch was arrested at least six times that they know of while he was on parole yet he was never rolled up. They have tried to get answers from the parole brass at Louisville, Kentucky, with no luck. So they are going the legal route.
The state is asserting that the parole officer, Allan George, has qualified official immunity for his actions and can not be sued.
