Reminds me of a case in which a fellow officer caught a burglar climbing down from a church attic in the Palm Springs area. He cuffed the crook to one of the church pews and climbed up into the attic to look for a possible crime partner. Finding no one up there, he returned to the sanctuary only to discover both crook and pew gone. He caught the escapee a block away as he was dragging the pew down the street. The few bystanders that had observed the pew thief dragging his ‘loot’ did nothing but watch in bemusement.
Could it be that in this case a number of persons, even possibly some cops, also stood by and did nothing but watch in bemusement? You can’t just simply walk out of a police station with a chair that you’re cuffed to and not be seen.

BUFFALO, New York — Authorities are looking for a robbery suspect who escaped from a Buffalo police station by slipping out a back door while handcuffed to a chair.
Police tell Buffalo media outlets that 58-year-old John Caesar was taken into custody Tuesday for questioning in connection with the theft of money from the Anchor Bar, the restaurant known for inventing the city's famous chicken wings.
Officials say Caesar was handcuffed to a chair in a police station when he escaped around 4 p.m. Police say the chair is missing and Caesar may still be handcuffed to it.
