Yes, even the legislature of the formerly great state of California does, on occasion, get a good idea.
The latest proof of that is a proposal being bloated regarding the Dept. of Water Resources. The DWR serves two functions, and they are too some extent antagonistic They operate the system of dams and canals that store and deliver much of the water within California. They also oversee and regulate those structures. Therein lies the problem.
Some members of the legislature have come to the conclusion that his sort of cozy arrangement was in large part responsible for the debacle and near-disaster at the Oroville dam. They want to create a new organization to monitor and oversee the system. While I am, generally speaking, opposed to creating new agencies and new layers of bureaucrats this is, IMHO, an idea that is at the very least worth serious consideration. .
