I am convinced that Juan Pedro Gaffney, 80, is a nice guy. He is probably very good as his basic job, which is a choir director in the Bay Area. He is also a good buddy of Governor Moonbeam. This apparently qualifies him to take a post with the Workers' Compensation Appeals Board, which pays not quite $150,000 per year. The board meets once a week. The job requires senate confirmation, which he got handily since he is a friend of Jerry's and (presumably) a good Democrap.
