bad police

Donald Trump unveiled his police reform executive order Tuesday
afternoon in the Rose Garden, which includes setting up a register of
bad actor cops, as he bashed Barack Obama for not doing something about
it during his tenure.
'President Obama and Vice President Biden never even tried to fix this during their eight year period,' Trump said.
The president's plan will ban police from using
chokeholds except for in instances when their lives are at risk and will
set up a database where police departments track officers who have been
accused of using excessive force.
President Trump said the plan will
increase "accountability" and "transparency" while still allowing police
officers to do their jobs and protect their communities.
EDITOR'S NOTE: Trump cannot force local law enforcement agencies to follow his order. That can only be done by legislation at the state level. His feel-good reform package can apply only to federal law enforcement agencies like the FBI, DEA, ATF and Border Patrol. The only thing it might do is force the states to maintain a bad cop registry.

Texas has a bad cop registry, sort of. The F-1 report that is sent to TCOLE when an officer quits or changes agencies grades the officer's performance. They have been overturned several times due to proven personality clashes between the officer and the supervisor. That being said, another department may still hire an officer with a poor rating.
