The city of Benicia is a lovely small town on S F Bay. It was, for a brief time a long time ago, the state capital. It has all the regular accoutrements of a city, including a fire department.

Just look at all the black smoke and pooling of fuel under the firetruck. That is a fuel fire indicated by the dark smoke. If the smoke was grass or wood it would be grey smoke. Probably a gasoline tank leak. That is a smaller truck usually used for off road pasture or small fire containment. The trouble with off road driving is it is hazardous for the truck which is heavy with a minimum 500 gallon water tank. 500 gallons is just a tad over 2 tons. You run over a stump or any unseen hazards and it can pierce the gas tank.
