It appears that at least some of the anti-vaccination psychopaths are threatening to leave the formerly great state of California if the new restrictions pass into law. I somehow expect it is sort of like the Hollywood nut jobs threatening to leave the country if Trump got elected. As far as I know, none of them actually did so.
It is unknown if Governor Newsom will sign the bill if it gets to his desk.
MY personal beef with it (for what my opinion may be worth to you) is that the bill should have exempted private schools. If you are paying your own way and want to send your rugrat to a disease pit, that's your choice. The legislative proposal covers all schools, public and private.
The Dept. of Helath says that, statewide, childhood vaccination rates are well above 95%. There are, however, individual schools and districts where the numbers drop well below the "herd immunity" rate.
EDITOR'S NOTE: But Bob, the problem is that when a measles infected kid leaves that private school in the afternoon, he will then infect other kids and adults.

I grant you that Howie. Social policy is sometimes a balancing act, and balancing legitimate government interests against personal rights and responsibility is a balancing act. If I recall correctly all 50 states allow for the incarceration of people who have active TB and who refuse treatment. The law does not force them to get treatment, but it does keep them from spreading it around.
This balancing act is a legit public policy issue.
