CALIFORNIA COPS NAILED BY GRAND JURY OVER COLD CASES

The civil grand jury report just released has pretty well lambasted the San Joaquin County S.O. and the Stockton PD over the cold case situation here. There are over 500 cold-case homicides outstanding in San Joaquin County. The total number is not actually known because there is no uniform definition of what is a cold case.

Many of the cold cases are NEVER routinely reviewed. There have been no cold case arrests in five years locally.

The Grand Jury recommended that a cold case detail be established, using retired detectives and DA investigators to ensure these cases are handled properly and pursued to the extent reasonably possible.

Most cold cases are solved by DNA. Unlike before, the smallest amounts can now be tested. There should be some solvable cases with new testing procedures. If they haven't been doing that then I'm glad the Grand Jury called them out.
