A
seven member majority of an 11 judge panel of the Ninth Circuit Court
of Appeals has overruled a previous ruling by a 3 judge panel of the
same court and asserted that the Second Amendment does NOT give anyone a
constitutional right to carry a firearm in public.
The dissenters pointed out that this decision totally ignored the 2008 Heller decision by SCOTUS.
The
D.C. Circuit and the Seventh Circuit still have rulings in place that
have struck down laws that highly restrict or totally prohibit carrying
weapons in public.
Pretty much everybody acknowledges that this matter will be referred to SCOTUS.
