A
proposal is being made in the legislature of the formerly great state
of California to change the method of funding schools. Right now they
get their money based on Average Daily Attendance (ADA). If the little
bastards don't show up, the school doesn't get their money, so the
school actually has some interest in keeping the kids in school. The
proposed plan would fund based on Enrollment. No incentive to keep the
kids in school. Also a strong incentive to invent children and be a tad
slow in processing outgoing transfers, transfer to home schooling,
etc.
I can't see anything bad happening there, can you?
