"HARDWARE SECURE" APPARENTLY ISN'T ALL THAT SECURE

The Hillsborough Regional Juvenile Detention Center near Tampa, Florida is described as an 80 bed hardware secure detention facility.  That means (presumably) that they have an excellent physical security system but not an armed perimeter.  With a juvenile detention system that is what I would expect.

A few days ago Jahmir Moore, 15, disappeared from this facility.  He had been locked up on suspicion of murdering a 14-year old boy.  Moore was last seen on Thursday and was noticed to be missing on Thursday.  He was last positively accounted for at about 1030 a.m. on Thursday.

When he missed count the authorities started checking surveillance footage.  Moore was spotted running west away from the detention center towards a business area.  It isn't real clear just yet how he defeated the "hardware secure" perimeter, or maybe it is and they just are not talking.  Both an internal investigation and a police investigation of the escape as a separate criminal act are under way.  Moore may be charged as an adult on both the homicide and the escape, though that has not yet been decided on.

One badly written news story says that Moore is now back in custody and was out only 11 hours.  That is the only story I have found that specified he was back in custody.
