Th legislature of the formerly great state of California has Democrap super-majorities in both houses. In addition all constitutional officers are Democraps. Therefore a lot of stupid shit gets done, and a lot of stupid shit gets fought over.
Right now there are two competing proposals running (or limping) thru the system that address use of deadly force by police officers.
One of these proposals would prohibit the use of deadly force unless such force is NECESSARY. This is being pimped by the Democraps. It would allow for a ton of after-the-fact analysis and essentially requires that the cops let the other guy shoot or stab or bludgeon someone before they act.
The second proposal, being pushed by various police groups, demands policies be developed and implemented regarding force de-escalation and dealing with nutters and other unpredictable people.
