I
have counted a housing unit many times. Once I got the hang of it I
did pretty well. The ONE THING they impressed upon us was you must see a
living, breathing body. At the standing count that was not an issue.
At the 0001, 0230 and 0430 counts it could be an issue. Some guys slept
awfully still and buried in the blankets. I had to wake more than one
person up with the command "Show Me Some Skin."
According
to the CA State IG report, given twice a year, two unnamed correctional
officers at an unnamed prison counted a dead, decapitated inmate as
being both present and alive and then falsified records to try to cover
their butt.
It seems
that two unit officers did incompetent counts or did paper counts (not
counting but pencil-whipping it) and two other unit officers did not rat
them out.
In addition one
officer (allegedly) flat-out lied to the secret squirrel squad doing the
IA investigation and the secret squirrel squad did a piss-poor
investigation in general. In addition the IG alleges the administration
deliberately slow-dragged the investigation. (Probably a home boy
protection issue though that could be basic incompetence as well.)
Further the local authorities settled the issue with penalties well
below the level that would have been expected without justification
(yup, home boy issue).
In
addition the state lawyer screwed the pooch on the time limits on the
reports. Also NOBODY bothered to check to see if the inmates were
appropriately housed together.
Looks like the fuck-up fairy paid a LOT of visits to this place.
